For the past few years the De Blasio administration has been pushing for a plan to legalize basement apartments in Brooklyn, beginning with East New York. The plan is now in the hands of the City Council, as they prepare for a November 20, 2018 hearing.
East New York will be the first neighborhood to test the plan, which will help landlords legalize their basement apartments. The idea is that basement apartments will increase the housing inventory for New Yorkers, while bringing illegal basement apartments to code, in terms of safety. New York City is prepared to provide assistance to the landlords in the form of low-cost loans, to be used to bring their basement apartments to code.
